What about Edinburgh, the capital of Scotland, in the UK? It's beautiful, full of medieval and Georgian buildings, and is small and compact, but full of cultural attractions, and amenities. It has a number of good schools, collages, universities, and a high economic standard of living. You can walk or take public transport to get most places rather than needing to drive (better for your health, and the environment). It's also surrounded by stunning land/seascapes, offering plenty of opportunity for outdoor activities. The only real downside might be the weather, which can be very changeable.
